How to get your house removed from the flood plain on a FEMA (FIRM) Map?

In late 2024 in Palm Beach County FEMA is about to impliment the latest revisions to the Flood Insurance Rate Maps (FIRM). When these new maps are officially adopted there will be a whole buch on folks in places like North Palm Beach, Juno Beach and Jupiter that will find they are now offiially in a Flood zone. If your house is now in the Special Flood Hazard Area, and you have a loan, you will be notified that they you now required to carry flood insurance.

First things first as they say. If you’re reading this then you probably should have flood insurance. That said many folks who look at the new map will note, as I did, that the flood zone may just touches your property. If this is the cae then it is worth investigating if you qualify for ask FEMA to remove your structure from the SFHA flood zone. The way to do this is to files for a Letter of Map Amendment.

Will the house qualify? To qualify for this the Lowest Adjacent Grade (LAG) at the corners of your house need to be HIGHER than the Base Flood Elevation for the speacial flood hazard area that touches your property. For me it was changed to 6′ and the LAG at my house was 6.5′ (NAVD 88).

100 Lakeshore Drive unit 555 is located in the Lake Point Tower in Old Port Cove in North Palm Beach, FL. This 2 bedroom, 2.5 bathroom condo is spacious with over 2800 square feet under air and over 3300 square feet total. Both bedrooms have en-suite bathrooms and walk in closets and a powder room and large laundry room. The unit has beautiful water views, down the intracoastal and across Singer Island to the Atlantic Ocean. What was the measured storm surge in Tampa Bay in Hurricane Helene?

I typically write about things like the storm surge around Jupiter or how to relate storm surge to the height of the first floor of a house. Now Helene did NOT make it anyplace close to Tampa BUT, unlike Ian, Tampa was on the “wrong side” of the storm as it headed for the big bend area of Florida. Here’s the data right from the official NOAA tide gauge at the East Bay sensor. The peak surge happened just about midnight and the surge pushed water to about +8′ (NAVD 88) at a time when it was calcualted to be about +0.25′ NAVD and has been running about to +2′. Don’t shoot the messenger but looking at the data availabe this was “ONLY” about a 6′ storm surge. Keep this in mind for the next storm when they predict perhaps a 12-15′ surge. Hide from wind, run from water!

What was the measured storm surge at Cedar Key for Hurricane Helene Sept 26 2024

I have done a bunch of posts on flooding and storm surge here in Florida and mostly around Jupiter. Things like how to equate storm surge to the elevation of my house. As I did for Ian I looked at the NOAA tide guage and there is one in Ceday Key and it stayed “on line” for the whole storm. The picture says it all…

The storm surge is Cedar Key was the highest at about 1 AM on 27 September and was at ABOUT 13.1′ above the Mean Low Low Water (MLLW) for this location. The calculated tide for this day and location should have been ABOUT 2.75′ BUT the actual tides have been running about 1′ above what they were calulated to be. Still, “storm surge” is defined by NOAA as “Storm surge is an abnormal water level rise generated by a storm over and above the predicted astronomical tide.” The storm surge in Ceday Key for Hurricane Helene was thus ABOUT 13.1′-2.75′ = 10.35′.

If your interested, the MLLW at this location is -2.26′ by the NAVD 88 datum that we use to note things like the finished floor elevation of a house. If the finished floor of your house was ABOUT 8′ (10.35′-2.26′) by the NAVD 88 datum then just in terms of storm surge you should have been just above the water. Note that for Idalia, this number was about +8″ NAVD. But of course then there’s all that rain and then the local wind driven wave action that adds to this. The “localized” flooding.

For most people, buying or selling a house is one of the most complicated financial transactions of a lifetime. Recently, we did BOTH, in a matter of months. Fortunately, we had Chris Ryder and his firm R&R Realty to work with, making the process as smooth as possible. At the beginning, we were absolute rookies, knowing nothing about the process, with a hundred questions, every day.
