Here’s the time line of the various changes made to the Village Zoning and Comprehensive Plan which affected the proposed redevelopment of Village Place, a/k/a the Twin City Mall.
- In 2016 The Village adopted the Citizens Master Plan.
- In late 2017 the Village hired the “World Renowned” Dover Kohl to: “Develop a Form -Based Code to Implement the Village Master Plan” for for BOTH US-1 AND the Twin City Mall site.
- In November of 2018 Dover Kohl was even paid extra for this site to coordinate the Village efforts with those of Lake Park.
- In December 2018, and then in Jan, Feb, March, April and May of 2019 Dover Kohl hosted a series joint workshop meetings of the Village Council and the Village Planning Commission (now the Village PZA Board) to discuss, review, and modify as need be, the code Comprehensive Plan changes proposed by Dover Kohl.
- In Jan and again in July of 2020 the proposed Zoning Code and Comprehensive Plan changes are reviewed by the Planning Commission as required by FS 163.
- In Aug of 2020 there is a “first reading” by the Village Council and then in September of 2020 there is a “second reading” enacting this new zoning code and Village Comprehensive Plan.
- In April 2022 the land, that is mostly in the Village of North Palm Beach (68-43-42-21-29-007-0020, 68-43-42-21-29-001-0020, 68-43-42-21-00-001-0010, 36-43-42-21-29-007-0030, 36-43-42-21-00-000-3040) was aquired by NP Devland Holdings LLC , an affiliate of Cypress Real Estate, for 19M.
- On 7 June 2022 The Lake Park version of the changes to their C-3 Zoning Code section are presented to the NPB Planning Commission.
- On 9 June 2022 The Lake Park version of the changes to their C-3 Zoning Code section are presented to the NPB Village Council.
- On 14 July 2022, at the Village Council meeting, Nader Salour spoke for the developer Cypress Real Estate Advisors about their vision for this site and presented this powerpoint presentation.
- On 11 October 2022 local resident Tim Hullihan spoke to the Planning Commission about his reservations on the how this section of the zoning code was written.
- On 1 November 2022 the code and Comp Plan changes for the C-3 zoning district (which is the Twin City site), and the required changes to the Village Comprehensive plan that these code would require, are discussed at the Planning Commission.
- On 14 November 2022 these code and Comp Plan changes are the subject of a Village Council Workshop.
- On 6 December 2022 the code and Comp Plan changes are discussed at the Planning Commission.
- On 14 February 2023 the code and Comp Plan changes are discussed at the Planning Commission.
- On 9 March 2023 the code and Comp Plan changes are adopted by the Village Council at a “first reading”. The Comp Plan changes were then sent to the State DEO for Review.
- On 2 May 2023 the the code and Comp Plan changes are reviewed by the Village Planning Commission in response to FDOT comments on the proposed changes recieved by Florida DEO.
- On 13 July 2023 the code and Comp Plan changes are adopted by the Village Council on “second reading”. Then sent to the State DEO for final review after which they are adopted.
- In September 2023 a Master Site Plan was presented to the Village Development Review Committee.
- The developer made application for Master Site Plan approval to be on the agenda for the 8 Jan PZA Board meeting. There was one on 2 Jan 2024 which was the typical meeting but this was a “special meeting”. However, the developer withdrew that request.
